General Description

The purpose of this position is to manage the accounting activities related to capital projects, construction work in progress (CWIP), and fixed assets in conformance with GAAP and Toho policy. This position reports to the Comptroller and is responsible for overseeing the full lifecycle of capital asset accounting, including project tracking, capitalization, reconciliation, and reporting. Key responsibilities include supervising accounting staff responsible for capital and fixed asset processes; ensuring accurate and timely capitalization of assets; maintaining detailed and auditable records; coordinating with Engineering, Procurement, Accounts Payable, and external consultants and vendors; and supporting financial reporting and audit requirements. This position will lead process improvements, strengthen internal controls, and ensure consistency and accuracy in capital accounting practices. The Accounting Supervisor/Manager will also provide analytical insight into capital spending and asset management to support organizational decision-making.

This individual will demonstrate strong leadership, technical accounting expertise, and the ability to manage complex workflows in a fast-paced environment.

Essential Functions

ACCOUNTING SUPERVISOR/MANAGER - ESSENTIAL FUNCTIONS:

  1. Supervise and coordinate the daily activities of accounting staff responsible for capital project and fixed asset accounting, including assigning work, monitoring performance, and providing training and guidance.
  2. Review and monitor Construction Work in Progress (CWIP) activities to ensure projects are tracked accurately and costs are recorded appropriately.
  3. Oversee the timely capitalization of completed projects and ensure asset records are maintained accurately and in accordance with established procedures.
  4. Assist in maintaining compliance with Generally Accepted Accounting Principles (GAAP), internal controls, and departmental policies and procedures.
  5. Review and approve fixed asset and CWIP reconciliations, investigate discrepancies, and ensure timely resolution of issues.
  6. Coordinate with Engineering, Procurement, Accounts Payable, and other departments to obtain information necessary for capital project accounting and asset management.
  7. Prepare audit schedules, supporting documentation, and respond to auditor requests as assigned.
  8. Assist with analyzing capital expenditures, project costs, and fixed asset activity, and provide reports to management.
  9. Recommend and implement process improvements to increase efficiency, accuracy, and effectiveness within the capital accounting function.
  10. Ensure accurate and complete maintenance of accounting records, project documentation, and fixed asset files.
  11. Communicate policies, procedures, and accounting requirements to staff and internal stakeholders.
  12. Perform other related duties as assigned.

Minimum Qualifications

ACCOUNTING SUPERVISOR - MINIMUM QUALIFICATIONS:

  1. Bachelor's degree in Accounting, Finance, Business or related field.
  2. Minimum of five years relevant experience.
  3. Lead experience preferred.
  4. Equivalent combinations of education and experience will be considered.
  5. Must possess and maintain a valid State of Florida Class E Driver's License.

ACCOUNTING MANAGER - MINIMUM QUALIFICATIONS:

  1. Bachelor's degree in Accounting, Finance, Business or related field.
  2. Minimum of five years of relevant accounting experience that includes capital projects or fixed assets.
  3. Minimum of two years of supervisory or lead experience.
  4. Equivalent combinations of education and experience will be considered.
  5. Must possess and maintain a valid State of Florida Class E Driver's License.
